NATO denounced Russia's "risky and flighty" atomic way of talking Sunday after President Vladimir Putin shared plans to station strategic atomic weapons in Belarus.

Putin said the declaration is "business as usual" and that the U.S. has been accomplishing something almost identical by positioning weapons in Europe, which a NATO representative called "thoroughly deceptive."
